My guess is that the Oracle driver is either not installed, not configured properly, or not compatible with what your report is trying to do.

An off-the-wall possibility could be access rights on the Connection objects:
- Cause: User do not have rights on the Connections
- Resolution: Provide the following 2 access rights for Relational connections:
- Download connection locally.
- Download connection locally (owner rights).
